What the sources report

The U.S. Department of War's Office of Strategic Capital (OSC) announced a $150 million conditional loan commitment to PsiQuantum on October 8, 2026. The department's summary says the aim is to enhance the company's advanced manufacturing and prototyping capabilities in the United States.

PsiQuantum describes a conditional commitment for a loan of up to $150 million. It says the financing would support its 140,000-square-foot hub in Milpitas, California, including test equipment, system assembly and integration infrastructure, and advanced cryogenic systems for prototype systems.

PsiQuantum says the proposed financing “remains strictly conditional and is not guaranteed.” A final loan commitment will be executed only if the company satisfies all applicable financial, legal, technical and regulatory conditions.

The company also cites a $125 million expanded DARPA agreement announced in July 2026, and definitive documentation with the Department of Commerce, announced in September 2026, for $100 million in CHIPS and Science Act incentives. DARPA's October 7 release confirms that PsiQuantum is in Stage C of its Quantum Benchmarking Initiative.

OSC's website offers direct loans of up to $150 million for manufacturing facilities in the United States. For its equipment-finance loans, its credit-program page describes due diligence, negotiated terms and credit approval from the Department of War and the Office of Management and Budget before the loan agreement is negotiated. After closing, borrowers must meet requirements to receive funds.

In a separate release the same day, the department announced quantum computing initiatives and programmatic updates totaling approximately $350 million. Its summary does not say what that total includes or whether it counts the PsiQuantum commitment, so the two amounts should not be added together.

Our interpretation

Investor relevance — interpretation

A loan differs from a grant or a research contract: it has to be repaid. If finalized, it would give PsiQuantum money for equipment in exchange for debt. OSC says it sets interest from the U.S. Treasury rate plus a risk premium. PsiQuantum's release does not disclose this loan's rate or other terms.

The amount equals the maximum OSC advertises for direct manufacturing loans. Read it as a ceiling: neither the company nor the department's summary says how much would be drawn or when.

Federal support for PsiQuantum now spans different instruments: a DARPA agreement, CHIPS incentives and a possible loan. Each carries different obligations, so adding them into one total would mix different kinds of money.

Useful next evidence would be a closed loan agreement with disclosed terms, and DARPA's Stage C findings on whether PsiQuantum's system performs as designed.

Our interpretation

What this does not establish

A conditional commitment is not a signed loan. Neither PsiQuantum's release nor the department's summary describes money disbursed.

PsiQuantum's release does not disclose the interest rate, repayment term, collateral or the size of its own co-investment. OSC's program pages describe its lending in general and do not mention PsiQuantum.

The department's release pages could not be opened for this brief; only their titles, dates and one-sentence summaries were read. Loan details beyond that come from PsiQuantum.

The financing is for equipment and prototype infrastructure. It does not show that PsiQuantum's photonic approach works at utility scale. This brief does not value the company or recommend an investment.

Background

Evidence date and disclosure

Evidence event date: 2026-10-08. PsiQuantum's announcement, DARPA's October 7 release and OSC's program pages were opened on 2026-10-14. The Department of War's release pages blocked automated access; their titles, dates and summaries were read from the department's official news-release feed. The loan's purpose and conditions are described by PsiQuantum, which has an interest in how its financing is presented. The publisher may hold positions in companies covered; see Disclosures.
